Delhi is preparing for a major transformation in cow welfare and environmental infrastructure, with Delhi CM Rekha Gupta spearheading a new initiative to develop 13 modern gaushalas across the capital’s 13 districts.
Delhi CM Rekha Gupta has positioned the project as a blend of traditional cow protection and modern sustainability, saying the upcoming gaushalas will focus on both animal care and environmental conservation under the broader vision of a “Viksit Delhi.”
Delhi CM Rekha Gupta is spearheading the development of 13 modern gaushalas equipped with biogas plants and renewable energy systems across the capital’s districts. The initiative also includes establishing 6 new biogas plants and approving ₹100 crore for dairy colony redevelopment.
According to the plan, each of the 13 gaushalas will be equipped with advanced facilities including biogas plants, waste-to-energy systems, solar power units, veterinary hospitals and zero-waste management infrastructure. Officials believe the initiative will help create cleaner, safer and more organised spaces for cattle in the national capital.

Delhi CM Rekha Gupta highlighted that the project is designed not only to improve conditions for cows but also to contribute to renewable energy generation and better waste management practices in the city.
As part of the larger initiative, the Delhi government will also establish six new biogas plants over the next two years. These plants are expected to process cattle waste and convert it into clean energy, reducing pollution and supporting sustainable urban development.
In another major step, Delhi CM Rekha Gupta announced that ₹100 crore has been approved for the redevelopment of dairy colonies across Delhi. The redevelopment plan aims to improve sanitation, civic infrastructure and overall living conditions in areas linked to dairy operations.

Delhi CM Rekha Gupta has repeatedly stressed that the initiative reflects the government’s effort to combine cultural values with modern infrastructure development. Supporters of the project believe the modern gaushalas could help address multiple civic challenges, including stray cattle management, waste disposal and green energy production.
With the project now moving forward, Delhi CM Rekha Gupta is expected to make cow welfare and sustainable infrastructure a major part of the capital’s development agenda in the coming months.
