In one of the most unusual moment, Prime Minister Narendra Modi made an unusual late night address to the nation at 11:52 pm on Thursday (July 23).
PM Narendra Modi addressed the nation late on July 23rd regarding paper leak issues, announcing the Union Cabinet would meet to consider strengthening measures against examination leaks and ensure accountability, ahead of a meeting with a CJP delegation.
He began the video with ‘Frirnds’ istead of his usual ‘Mitro’ or ‘Mere pyare deshvasiyon’. It must be noted that it is a selfie video of 2 minutes 55 seconds.
In the video, PM Modi acknowledged the growing concerns over paper leaks and announced that the Union Cabinet, scheduled to meet at 1 pm on Friday, will consider additional measures to strengthen the fight against examination leaks and ensure greater accountability.

Noting that this is a crucial time as the CJP (Cockroach Janata Party) delegation is expected to meet the government at 12:30 pm, raising expectations that the Centre could unveil significant decisions aimed at addressing the demands of protesting students and restoring confidence in the examination system.
Calling paper leaks a serious issue, Prime Minister Narendra Modi said they have caused immense distress to lakhs of students across the country. He said the government has already taken strong action by arresting those involved and sending them to jail.
Emphasising that students should not lose an academic year because of the wrongdoing of a few, he said the Centre conducted the NEET-UG re-examination for around 22 lakh candidates, with the results announced on July 19.
PM Modi further said he has instructed authorities to fast-track all paper leak cases. He announced that the issue, along with the proposal to set up fast-track courts, will be discussed during the Union Cabinet meeting on Friday. Based on the Cabinet’s decision, the government plans to introduce a Bill in Parliament during the second week of the Monsoon Session, beginning Monday, to strengthen legal action against examination fraud.
Fast-Track Courts To Deal With Paper Leak Cases
The announcement comes just hours after the Prime Minister said the Centre would establish dedicated fast-track courts to ensure quicker trials in paper leak cases. He stressed that those responsible for compromising the future of students would face strict legal consequences.
In a post on X, PM Modi said the government has directed all concerned agencies to take every possible step to safeguard students’ interests. He reiterated that anyone found guilty of manipulating examination processes or endangering the future of young aspirants would face tough action and would not escape the law.
