Prime Minister Narendra Modi led the nation on Wednesday in paying a poignant tribute to the victims of the Pahalgam terror attack on its first anniversary. In a move that resonated with a country still healing from the wounds of 22 April 2025, the Prime Minister took to X (formerly Twitter) to honour the 26 lives lost in the brutal strike.

“Remembering the innocent lives lost in the gruesome Pahalgam terror attack on this day last year,” the PM posted. “They will never be forgotten. My thoughts are also with the bereaved families as they cope with this loss.”

On the first anniversary of the April 22, 2025, Pahalgam terror attack that killed 26, PM Modi honoured victims, stating India stands united against terror, as a memorial marks the tragedy and legal action continues against accused conspirators.

The Prime Minister stated that as a nation, India stands united in grief and resolve. “India will never bow to any form of terror. The heinous designs of terrorists will never succeed,” he stated.

In Pahalgam’s scenic Baisaran Valley, often called ‘Mini Switzerland’, the atmosphere is heavy with memory. A newly erected memorial, crafted from black marble and engraved with the names of the 25 tourists and one local hero, now stands as a permanent testament along the banks of the Lidder River.

The 2025 massacre was particularly chilling for its targeted nature. Terrorists had intercepted tourists in the meadow, reportedly segregating them by religion before opening fire. Among those immortalised on the stone is Syed Adil Hussain Shah, a local pony-operator who sacrificed his life attempting to disarm one of the assailants to protect the visitors.

The anniversary was marked by a massive security blanket across the Kashmir Valley. Additional police and paramilitary forces were deployed, while senior officials, political leaders, and victims’ families gathered for a commemorative event.

The Indian Army also marked the day with a stern message to those across the border. Recalling Operation Sindoor-the retaliatory strikes launched in May 2025 that destroyed nine terror launchpads-the Army stated:

“When the boundaries of humanity are crossed, the response is decisive.”

“Justice is served. India stands united.”

While the three main perpetrators were eliminated in Operation Mahadev last year, the legal battle continues. The National Investigation Agency (NIA) has already filed charges against seven accused individuals involved in the conspiracy.

The Path to Recovery
For the families of the victims, the year has been one of unimaginable hardship. While the government provided financial assistance, many families have used the anniversary to urge the authorities to expedite promised government employment for the next of kin.

Meanwhile, Pahalgam itself is striving to reclaim its identity. Following a rigorous security audit and the introduction of QR code-based identification for all local service providers, tourists are returning to the meadows. As the Prime Minister noted, the “heinous designs” of terror have failed to bow the nation’s spirit, but the scars of Baisaran remain a solemn reminder of the price of peace.
