Meta is making another major push to bring advanced artificial intelligence out of massive data centers and onto the machines sitting on people’s desks and laps.

The tech giant on Tuesday released a new AI model called “Muse Glimmer” that users can download and run directly on their own computers. It is a notable departure from the standard model of generative AI where a user types a query, sends it to a cloud server, and waits for a response from somewhere in a remote facility.

Meta released the Muse Glimmer AI model, allowing users to download and run it locally on their computers, aiming to democratize AI access and enable private, offline AI agents unlike large cloud-based systems.

“We’ve got even bigger models that are coming soon,” Meta Platforms (META.O) CEO Mark Zuckerberg said in a video pos. His 14-page essay titled “The Future is for Everyone” tells his intention to spread AI rather than leaving it in the hands of a few.

For the average person, this could change a lot. The promise is AI that works offline, keeps personal data more private, and does not require a constant pipeline to Silicon Valley or beyond.

He said “The notion AI is so dangerous that the only safe ​path is an extreme concentration of power seems inherently problematic.”

What is Muse Glimmer?

To put it in simple words, it is a distilled version of the massive, all-purpose AI systems. While a model like OpenAI’s GPT-4 or Google’s Gemini operates from server farms with immense computing power, Muse Glimmer is a 30-billion-parameter model that Meta says requires less horsepower.

The company claims it can be run on a single consumer-grade graphics card, a threshold that puts it within reach of researchers, independent developers, and technically inclined PC users who might not have access to enterprise-level hardware.

“This is about democratizing access,” a Meta spokesperson said in a statement, noting that the model’s relatively modest requirements make it “much more accessible” than the giant systems that have dominated headlines.

Where Muse Glimmer is expected to shine is in powering so-called AI agents. Unlike a standard chatbot that answers a single question and stops, an agent can be instructed to perform a sequence of tasks:

  • Organize files scattered across a hard drive
  • Locate all bills and receipts from the previous year
  • Build and sort folders for specific documents, like travel records
  • Scan calendars and draft a schedule for an upcoming week
  • Read through a stack of documents and generate a concise summary
  • Assist with writing and testing small software programs

There are clear advantages to an AI that lives on a user’s device rather than in a distant cloud.

Privacy tops the list. Sensitive documents, financial records, and personal files can be processed locally, with no need to transmit them across the internet to a third-party server.

Independence from the internet is another selling point. If the connection drops, the AI doesn’t stop working. It keeps running on the local machine, a feature that could be particularly useful in regions with spotty connectivity or for professionals working remotely.

Cost is also a factor. For now, Meta is not charging for the model itself. Once it is downloaded, users can run it without additional fees though the computing costs of running the hardware remain the user’s own.

Flexibility may be the most compelling feature for developers. Meta has released Muse Glimmer in a way that allows developers to modify the model and build their own applications around it, potentially fostering a new ecosystem of custom AI tools.

There is, however, a catch. This is not an AI model that the typical laptop user can simply download and fire up. It requires relatively powerful hardware, a single consumer graphics card may suffice, but that still puts it beyond the reach of many everyday computers. For now, Muse Glimmer is aimed at a technically savvy audience.

Meta’s decision to release the model openly stands in contrast to companies like OpenAI and Anthropic, which have kept their most advanced systems under tighter corporate control. But Meta has framed the move as part of a broader effort to push AI closer to users.

Chinese AI firms, including DeepSeek, Moonshot AI, and Alibaba, have been releasing their own capable, downloadable models with fewer restrictions. The trend has injected new urgency into a debate that is shifting in Washington and other capitals.

The question is no longer just about which company builds the most powerful AI. Policymakers are now grappling with a more fundamental issue: who gets to control it. In a world where models can be downloaded and run locally, the leverage once held by a handful of American tech giants may be more difficult to maintain.

For now, Muse Glimmer is a step in that direction, a piece of the future, but not yet the full picture, and not yet for everyone.
