The Adani Group is deepening its presence in Congress-led and other non-BJP-ruled states, with an investment pipeline spanning roads, ports, power, renewable energy, cement and data centres worth nearly Rs 5 lakh crore, as state governments increasingly turn to private capital to drive infrastructure development and job creation.

The ports-to-energy conglomerate, once seen as closely aligned with the BJP, now has a project portfolio that cuts across political lines, with states ranging from Karnataka and Telangana to Kerala, Tamil Nadu, Bihar and Andhra Pradesh seeking its investment, according to sources.

The approach signals cross-party collaboration to boost development and job creation, leveraging private capital on large-scale projects nationwide.
In Bengaluru, Adani Enterprises emerged as the lowest bidder for both packages of the proposed 16.75-km north-south tunnel road linking Hebbal and Central Silk Board, quoting Rs 22,267 crore — about Rs 3,500 crore below the next-lowest bidder. The contract is yet to be finalised. The project, aimed at easing Bengaluru’s traffic congestion, has become a politically sensitive test of the state government’s readiness to back a large private infrastructure concession despite the bid exceeding official estimates. Group Chairman Gautam Adani met Karnataka Chief Minister DK Shivakumar last month after the bid became public. The group already runs the 1,200-MW Udupi power plant and Mangaluru International Airport in the state.
*Kerala*
Adani Ports and Special Economic Zone built the Vizhinjam International Seaport, a deep-water transhipment hub launched under the previous LDF government and carried forward by the current Congress-led administration. In January 2026, the group announced a further Rs 16,000-crore investment for the port’s second phase, taking cumulative investment to about Rs 30,000 crore. Adani also runs Thiruvananthapuram International Airport and began work in 2025 on a Rs 600-crore, 70-acre logistics park at Kalamassery, Kochi, expected to create over 1,500 jobs.
*Telangana*
The Congress government signed four MoUs with Adani Group entities in January 2024 worth Rs 12,400 crore, covering data centres, energy storage and defence manufacturing.
*Tamil Nadu*
The state — earlier under the DMK and now the TVK, both aligned with the Congress — has drawn MoUs worth over Rs 42,700 crore since 2024, including Rs 24,500 crore for three pumped-storage projects, Rs 13,200 crore for a hyperscale data centre and Rs 3,500 crore for cement grinding units. Adani Enterprises separately won the Chennai Outer Ring Road O&M and tolling concession with a Rs 2,511-crore bid.
*Himachal Pradesh, Jharkhand and Bihar*
In Himachal Pradesh, Adani is supporting apple growers in building fruit supply chains, alongside its existing cement operations. In Jharkhand, it operates the 1,600-MW Godda power plant, built at a cost of over Rs 16,000 crore; Gautam Adani reviewed projects across Jharkhand and Bihar in February as the group weighed investments exceeding Rs 40,000 crore in the two states. In Bihar, the group announced in May plans to invest Rs 50,000–60,000 crore over the next three-four years in power, roads, gas distribution, cement and infrastructure, including a Rs 27,000-crore, 2,400-MW thermal power project at Pirpainti in Bhagalpur.
*Andhra Pradesh*
Andhra Pradesh presents the biggest opportunity, though the headline figure needs careful attribution. Google has committed about $15 billion between 2026 and 2030 to build an AI hub in Visakhapatnam, involving gigawatt-scale data-centre capacity and subsea connectivity, with AdaniConneX and Airtel as infrastructure partners; ground was broken in April 2026. Separately, Adani operates Krishnapatnam Port — the largest on India’s east coast — and is investing over Rs 20,000 crore in renewable and transmission projects in the state.
*A Pattern Beyond Politics*
Sources note that Adani’s execution capability on large, complex infrastructure projects has made the group central to development plans in states where few other large players have shown comparable interest. The pattern, they say, shows Congress-led and opposition governments increasingly willing to engage the conglomerate for big-ticket investment and job creation — giving Adani a footprint that increasingly transcends India’s political divides, even as state governments pursue a pragmatic search for partners capable of financing and delivering large-scale projects.
