Bihar Chief Minister Samrat Chaudhary on Tuesday announced a series of strict directives for coaching institutes across the state following a recent dispute between two coaching centres in Patna that led to unrest and police intervention.

Following a Patna firing incident, Bihar CM Samrat Chaudhary announced strict directives for coaching institutes, mandating student data sharing and class hour limitations to enhance transparency, discipline, and student welfare.

The new measures aim to improve transparency, ensure discipline, and safeguard students’ interests while bringing greater regulation to the rapidly growing coaching industry.

The announcement was made through a post on social media platform X, where the Chief Minister outlined the government’s plans to strengthen monitoring of coaching centres.

Why Were The New Rules Introduced?

The decision comes after a recent clash between coaching institutes in Patna that attracted significant public attention.
The dispute escalated into a law-and-order issue, prompting police action and an ongoing investigation.

Authorities have taken serious note of the incident, viewing it as a warning sign that stricter oversight of coaching institutions may be necessary.

The government believes stronger regulations can help prevent similar incidents in the future while ensuring a better academic environment for students.

Key Directives Issued By The Chief Minister

Under the new guidelines, coaching institutes will be required to share details of enrolled students with the concerned district administration.

The government has also directed that coaching centres should not operate during the regular teaching hours of schools and colleges.

However, this restriction will not apply to students who have already completed their school or college education and are preparing for competitive examinations.
The Education Department has been instructed to prepare a formal regulatory framework to implement these directives effectively.

According to the Chief Minister, the objective is to ensure discipline, transparency, and quality education across the state’s educational institutions.

Focus On Student Welfare

In his statement, Samrat Chaudhary emphasised that student welfare remains the government’s top priority.

Officials believe that preventing overlap between school education and coaching classes can encourage students to focus more on formal education while reducing excessive academic pressure.

The administration also hopes that maintaining proper student records will improve accountability and help authorities monitor the functioning of coaching institutes more effectively.

What Happened In Patna?

The government’s announcement follows a controversial incident involving coaching institutes in Patna. The matter stems from a firing incident that reportedly took place at a coaching centre on June 2.

Following the incident, police registered an FIR at Kadamkuan Police Station and launched an investigation.

According to investigators, the case gained attention after a video of the incident circulated widely on social media.
The footage reportedly showed events linked to the dispute, prompting authorities to take swift action.

Security Guards Arrested

Police have arrested two security guards associated with the coaching institute involved in the case. Officials claim that during questioning, the guards admitted to firing shots during the incident.

Both individuals are currently in judicial custody while the investigation continues.
Authorities are examining all aspects of the case to determine the sequence of events and identify any additional individuals who may have been involved.

Khan Sir Case Draws Attention

The controversy has also brought attention to Faisal Khan, popularly known as Khan Sir, who runs the well-known coaching institute Khan Global Studies.

His name was included in an FIR connected to the shooting incident.
According to reports, the incident occurred after some anti-social elements allegedly vandalised the coaching institute.

However, a Patna court on Tuesday granted interim relief to Khan Sir by staying his arrest until further orders.

Court Grants Interim Protection

Speaking to reporters, Khan Sir’s lawyer stated that the court has directed authorities not to arrest his client until the next hearing.
The court has also reportedly asked investigators to submit the case diary and relevant background details for review. The legal proceedings are expected to continue as police complete their investigation into the matter.

Coaching Industry Under Spotlight

The latest developments have once again highlighted the growing influence of coaching institutes in Bihar, particularly in cities such as Patna, which has emerged as a major hub for competitive exam preparation.

Thousands of students from across the state and neighbouring regions rely on coaching centres for preparation for government jobs, engineering, medical, and other competitive examinations.

With the sector continuing to expand rapidly, the Bihar government appears keen to introduce stronger regulations to ensure that educational institutions operate responsibly and remain focused on student welfare.

The Education Department is expected to draft detailed regulations in the coming weeks based on the Chief Minister’s directives.

Once implemented, the new rules could significantly change the way coaching institutes operate across Bihar.

As investigations into the Patna coaching dispute continue, authorities say their priority remains maintaining law and order while ensuring that students receive a safe and disciplined learning environment.
