India was one of the countries that al-Qaeda founder and most wanted terrorist Osama bin Laden had considered for possible terrorist attack years before 11 September 2001 attack in US. It has released in new declassified CIA documents.
Declassified CIA documents released September 11, 2026, reveal Osama bin Laden had considered India for potential terrorist attacks, naming it in a 1998 presidential intelligence brief alongside Pakistan, Egypt, and others as countries targeted by his network.
The Central Intelligence Agency released 71 President’s Daily Brief products on 11 September 2026, to mark the 25th anniversary of 9/11 attacks. The revealed collection reveals more than 100 pages of intelligence analysis from the years before and immediately after the attacks.
India Among Countries Considered By Bin Laden
A presidential intelligence brief dated 28 August, 1998 titled as “Bin Ladin Terrorist Network Still a Threat” reveals bin Laden was planning to launch attacks in many countries. India was one of them alongside Pakistan, Egypt, Kuwait, Saudi Arabia, Yemen, Uganda and ‘possibly’ Nigeria.
The document although doesn’t reveal a specific target named for India or provide a planned date or outline an operation plan. The source of the intelligence has also been redacted.
Al-Qaeda Network Remained Active
The brief revealed bin Laden’s infrastructure in North America, Europe and East Asia also gave credibility to these reports that his network could also attack US interests in those regions.
It also revealed that bin Laden and other terrorist leaders operating from Afghanistan had survived many US missile strikes and that their communication remained active. Some al-Qaeda camps had also resumed training before others were being relocated
The CIA also warned that Osama bin Laden could on rely on individuals and allied groups at least 60 countries to carry out the attacks.
CIA Warnings Before 9/11
The newly released files show that US intelligence repeatedly warned presidents about the growing threat from bin Laden between 1998 and 2001, covering the administrations of Bill Clinton and George W. Bush. The collection includes briefs on planned attacks, hijacking threats and bin Laden’s determination to strike the United States.
What Happened On 11 September, 2001
On September 11, 2001, 19 al-Qaeda operatives hijacked four passenger planes. Two crashed into the World Trade Center’s Twin Towers in New York, while another struck the Pentagon. The fourth aircraft crashed in Pennsylvania after passengers attempted to regain control.
The attacks killed nearly 3,000 people and became one of the defining terrorist attacks of the modern era.
