Karnataka is not merely adopting artificial intelligence, under Chief Minister D.K. Shivakumar it is deliberately shaping AI into a tool of public trust, efficiency and opportunity. The Chief Minister held detailed discussions with a senior Anthropic delegation to forge a long-term partnership spanning governance, higher education, healthcare, research and the state’s startup ecosystem. The meeting underscores Karnataka’s determination to lead India in responsible AI deployment rather than simply follow global trends.
Shivakumar placed the conversation firmly within a larger vision of making Karnataka an “AI-native state.” This ambition rests on three pillars: India’s first government-driven AI University, large-scale skilling through initiatives such as NIPUNA and sustained support for deep-tech innovation. The proposed AI University, announced earlier at Google I/O Connect India 2026, will rise on a 100-acre campus in Bengaluru with regional campuses planned in Kalaburagi, Belagavi, Hubballi-Dharwad, Mangaluru and Mysuru. An accompanying AI Hub will serve as an incubation centre for startups, companies and academic institutions. AI education is set to begin from Class VI, and full-fledged university operations are targeted within three years, with courses rolling out earlier through existing institutions.
Karnataka plans to become an AI-native state under CM D.K. Shivakumar, partnering with Anthropic for responsible AI deployment in governance, education, and healthcare, featuring an AI University, NIPUNA skilling initiatives, and secure data policies.
Complementary plans include two next-generation green data centres – one in a coastal district and another near Bengaluru and a dedicated Karnataka AI policy to attract investment and talent.
Building Accountability into Governance Systems
Accountability and transparency formed the core of the Chief Minister’s engagement with Anthropic. Shivakumar specifically sought the company’s expertise on deploying AI to detect and reduce fraud in government systems, a practical measure aimed at cleaner administration and restored public confidence. He also explored how AI can strengthen the security and confidentiality of examination processes, ensuring question papers set by government agencies and educational institutions remain leak-proof and fair.
Data sovereignty received equal weight. The state reiterated its “Government First” policy, insisting that sovereign government data must reside on servers within Karnataka. Both sides discussed opening government datasets in a secure, controlled manner so that innovators can develop public-interest solutions without compromising citizen privacy. Responsible AI practices like safeguards against cyber threats, protection of personal data and clear ethical guardrails were treated as non-negotiable. Department-wise working groups will map AI applications across e-governance, the Home Department and other agencies, ensuring systematic rather than scattered adoption. Potential pilot projects in tax collection and public service delivery further illustrate the focus on tangible improvements in citizen-facing systems.
Skilling, Research and a Replicable Model for India
Skilling remains central to the vision. Discussions covered AI-focused certification programmes, including Claude certification under the state’s NIPUNA initiative, with the ambitious goal of creating one of India’s largest pools of AI-certified talent. Karnataka is seeking Anthropic’s support to train up to two lakh people in AI through industry-backed certifications offered via universities such as Visvesvaraya Technological University (VTU), UVCE and IIIT Bangalore.
The Chief Minister proposed subsidising access to Anthropic’s Claude platform for higher education institutions to accelerate hands-on learning and research. NIPUNA itself already partners with corporates, with the government bearing up to 40 per cent of training costs and has earlier phases targeting thousands of youth in high-demand fields including AI, cybersecurity and data science.
Collaboration with the Indian Institute of Science on AI-driven research in healthcare and life sciences was also explored. On the startup front, Anthropic expressed interest in supporting Karnataka’s ecosystem of more than 20,000 startups (with DPIIT-recognised figures exceeding 21,000 and rising toward 22,600). The state already accounts for nearly 40 per cent of India’s software exports, hosts around 39 per cent of the country’s generative AI startups, and commands a startup ecosystem valued at approximately $153 billion. A new Startup Policy aims to nurture 25,000 additional startups, many beyond Bengaluru.
What distinguishes this partnership is its insistence on beneficial, responsible deployment. By embedding accountability, data privacy and public benefit at the centre, Chief Minister Shivakumar is demonstrating that technology guided by clear political will can strengthen democratic institutions. Karnataka’s integrated approach, an AI University with multi-campus reach, massive skilling targets, secure data practices, green infrastructure and targeted governance applications, offers a practical, replicable template for other states. Under D.K. Shivakumar’s leadership, the state is proving that artificial intelligence in India can be transparent, accountable and firmly rooted in public good.
