Israel and Lebanon have moved closer to agreement on the implementation of a ceasefire after US-mediated negotiations in Washington, with a joint statement saying progress depends on a complete cessation of Hezbollah fire and the removal of all Hezbollah operatives from southern Lebanon.
The ceasefire framework therefore remains tightly conditioned, as Israel insists that no formal truce can hold until Hezbollah rocket and mortar attacks stop entirely, while both sides stress that border stability will rely on stronger state security structures along contested areas.

As an immediate step, the statement said the parties would “swiftly advance the creation of pilot zones in which the Lebanese Armed Forces will take exclusive control of the territory to the exclusion of all non-state actors”, though no timeline was given for when these areas would operate.
Longer-term security arrangements dominated the agenda. The document recorded that “Israel reaffirmed that its security and respect for its territorial integrity can only be achieved through the disarmament of Hezbollah and the dismantlement of its infrastructure throughout Lebanon,” signalling that Israel expects the group’s military network to be removed.
Lebanon used the talks to restate political expectations. The text said “Lebanon reaffirmed the necessity for mutual respect of internationally recognised borders, the urgent need for full implementation of the cessation of hostilities, underscoring the principles of territorial integrity and full state sovereignty”, tying any arrangement to clear respect for Lebanese borders.
To meet those aims, “Lebanon committed to enhancing the capacity of the Lebanese Armed Forces, with US support, to assert effective control throughout the country.” The release added that the US “underscored its intent to support the Lebanese Armed Forces, with the aim of improving their capacity and enabling the effective exercise of sovereignty throughout Lebanese territory”.

Talks at the US State Department lasted two days, with preliminary meetings on Tuesday and nearly nine hours of intensive negotiations on Wednesday. Israel and Lebanon “agreed to reconvene the political and security tracks the week of June 22, with a view toward reaching a comprehensive agreement”, while the US “agreed to continue facilitating communication between the parties in the interim.”
These diplomatic moves come as the ceasefire remains fragile, with Israel and Hezbollah still trading fire across the border. Israeli officials had recently warned of a possible escalation in Lebanon, raising fears that clashes there could also unsettle separate US-Iran discussions.
Beyond the Israel-Lebanon front, the statement carried a regional message aimed at Tehran and allied organisations. It said, “All parties condemned Iran’s attacks on countries in the region, and ongoing activities that undermine stability throughout the Middle East, whether through support for proxies and all other acts of aggression”.
The talks have not yet produced a final agreement, but the detailed commitments on Hezbollah, border control and support for the Lebanese Armed Forces show a structured approach. Diplomats now aim to turn these understandings into enforceable measures when negotiations resume in the week of June 22.
