The clip focused on student anxiety, accountability and the government’s next steps against organised examination fraud. Modi said paper leaks were not a minor issue and acknowledged the distress caused to students and families. The remarks came ahead of a Union Cabinet meeting that cleared changes aimed at strengthening punishment for those involved in leaking or manipulating public examination papers.

In the video, Modi said, “I know that paper leak is not an ordinary issue. He added that several measures had been taken after the leak allegations and said the government’s immediate priority was to ensure that students did not lose an academic year. “The culprits have been caught and are in jail. Our most important responsibility was to ensure that students’ year is not wasted,” he said in the video.
The post’s caption indicated that stricter measures against paper leaks would be taken up by the Cabinet. Such figures also highlight how examination-related issues now travel quickly across digital platforms.
Cabinet clears tougher punishment for exam fraud
The Union Cabinet cleared amendments to the anti-paper leak framework, proposing tougher punishment for those involved in examination paper leaks. According to details cited after the meeting, the revised provisions include imprisonment of up to 10 years and a fine that may go as high as Rs 10 crore in serious cases.
The proposed changes also raise the minimum jail term from three years to five years, signalling a harder line against organised rackets. The government’s position is that paper leaks are not only an administrative failure but also a form of fraud that damages public trust and harms candidates who prepare for years.
India already has a central law to deal with unfair means in public examinations. The Public Examinations (Prevention of Unfair Means) Act was brought in to target leaks, impersonation, tampering with computer systems, manipulation of seating arrangements and collusion by service providers. The latest move seeks to make the penalty structure stronger.
The focus on stricter punishment comes after repeated concerns over the role of coaching networks, middlemen, exam centre officials, technology vendors and organised groups in examination malpractice. For students, the main concern is not only punishment after a leak, but whether future exams can be protected before damage is done.
Why NEET and paper leaks became a national issue
The NEET controversy turned paper leak concerns into a national political and legal issue. The examination is one of India’s most competitive tests, with more than 20 lakh candidates appearing for undergraduate medical admissions. Any suspicion over fairness directly affects students, parents, medical colleges and state admission systems.
For many families, preparation for such exams involves years of coaching, financial strain and emotional pressure. A leak or suspected manipulation can raise doubts over merit lists, counselling schedules and the credibility of the testing process. This is why demands for investigation, transparency and time-bound action gained wide public support.
The government has said that action was taken to prevent students from losing time and to hold offenders accountable. However, student groups and opposition parties have argued that punishment after a leak is not enough. They have demanded stronger preventive systems, better audit trails and clearer communication when allegations arise.
Examination bodies in India now face a difficult balance. They must conduct high-volume tests across thousands of centres while preventing cheating, impersonation, digital intrusion and collusion. The scale is enormous, and even one compromised centre can trigger nationwide uncertainty if the examination determines admissions or public sector jobs.
