Following Parliament’s passage of the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, Prime Minister Narendra Modi highlighted the government’s commitment to strengthening the examination system’s transparency and penalizing paper leak mafias.

Quoting the video he said, “Parliament passes a Bill that makes our examination system more robust!” In the video, he thanked Members of Parliament for supporting the legislation and reiterated the government’s commitment to protecting students from examination fraud.

PM Says Education Reforms Are a National Priority

Addressing the nation in the selfie video, PM Modi said the government has been taking continuous steps to strengthen India’s examination system and ensure greater transparency.

He said several measures have already been introduced, including the formation of task forces and consultations with state governments. According to the Prime Minister, paper leaks have troubled governments across the country for decades, regardless of which party was in power.

‘Paper Leak Mafia Will Not Be Spared’

Highlighting the role of technology in improving examinations, PM Modi said the government is determined to modernise the system while taking strict action against those involved in paper leak cases.

He warned that paper leak mafias, organised gangs and those who play with the future of students will not be spared.

The Prime Minister said the new law is aimed at creating a more reliable and transparent examination process and ensuring that deserving students are not deprived of opportunities because of unfair practices.

Thanks Parliament for Passing the Bill

PM Modi also thanked lawmakers for holding detailed discussions on the bill in both Houses of Parliament.

He recalled his earlier assurance that the government would bring stronger legislation to tackle paper leaks and expressed satisfaction that the bill had now been approved by both the Lok Sabha and the Rajya Sabha.

Says Work Will Continue Beyond the New Law

While welcoming the passage of the bill, the Prime Minister said the government’s work is far from over.

He stressed that the Centre will continue introducing reforms and taking necessary steps to ensure that such incidents do not continue in the future.

PM Modi said building a trustworthy education system is essential for the country’s development and urged citizens to work together towards the goal of a Viksit Bharat (Developed India).
