PM Modi Writes to Party Leaders, Pushes for Swift Rollout of Women’s Reservation Law

Prime Minister Narendra Modi has reached out to floor leaders across parties in both Houses of Parliament, seeking their backing to operationalise the Nari Shakti Vandan Adhiniyam ahead of upcoming elections.

The outreach comes as the Centre prepares for a special three-day sitting of Parliament from April 16 to 18, where amendments linked to the law will be taken up. The Budget session has been extended to accommodate the discussion, signalling the government’s urgency on the issue.

A Push Beyond Politics

In his communication, the Prime Minister framed the move as a collective national responsibility rather than a partisan agenda. He called on Members of Parliament to rise above political differences and support the implementation of the law in its “true spirit.”

Modi underscored that the goal is to ensure women’s reservation is in place before the 2029 Lok Sabha elections and forthcoming Assembly polls, arguing that this would deepen democratic participation and improve representation.

Timing and Intent

The letter suggests that the government believes the groundwork laid since the law’s passage in 2023 is now complete, and the focus must shift to execution. The Prime Minister described the upcoming parliamentary debate as a “historic moment” to translate long-standing political consensus on women’s representation into action.

Setting the Stage for Debate

To ensure maximum participation, the BJP has issued a three-line whip to its MPs, making their presence in Parliament mandatory during the special sitting.

The Women’s Reservation Act-passed as the 106th Constitutional Amendment in September 2023-seeks to reserve one-third of seats for women in the Lok Sabha and state assemblies. The coming session is expected to shape how and when the law is implemented on the ground.

With political parties historically backing the idea in principle, the focus now shifts to whether consensus can be achieved on its rollout timeline and mechanism.
