Delhi Chief Minister Rekha Gupta has formally initiated a comprehensive and aggressive drive to combat unauthorized construction and land encroachment across the capital. Under the banner of a revitalized “zero tolerance” policy, the administration is prioritizing public infrastructure safety and urban planning compliance. This decisive campaign is designed to identify, penalize, and rectify the widespread issue of rule-breaking constructions that have plagued various localities, causing both architectural safety hazards and administrative bottlenecks. The government intends to send a strong message to violators: no structure built in defiance of existing laws will remain unscrutinized in the coming months.

Delhi CM Rekha Gupta launched a zero-tolerance campaign against unauthorized construction, demolishing 94 illegal structures and sealing 114 properties in six days, while targeting areas like Khanpur and Sainik Farm and introducing new safety models and professional accountability.

The Revenue Department has intensified its field operations, conducting exhaustive inspections of 124 properties in the recent cycle. The gathered data reveals systemic violations, ranging from unauthorized floor additions to complete deviations from approved site plans. Responding swiftly to these findings, the Municipal Corporation of Delhi (MCD) has mobilized enforcement teams to rectify these infractions immediately. In a span of just six days, the authorities successfully demolished 94 illegal structures, ensuring that safety-compromised buildings cannot pose a threat to residents or neighbors. Furthermore, 114 properties were formally sealed, effectively freezing operations within these premises until full compliance with urban safety bylaws is documented and approved by the relevant authorities.

Action in Khanpur and Sainik Farm

The current enforcement sweep is heavily concentrated in high-density or sensitive areas, including Khanpur and Sainik Farm. These locations have been specifically targeted because of numerous reports detailing buildings that have completely disregarded mandated site plans and structural integrity standards. The Delhi Development Authority (DDA) is maintaining a close watch over these developments, ensuring that future urban growth in these zones aligns with the master plan. Furthermore, the authorities have widened their scope to target the professionals involved in these illicit activities. Architects and contractors who deliberately manipulate blueprints or facilitate safety rule violations now face severe professional consequences. The city council has indicated that such individuals will be blacklisted from official government panels, effectively preventing them from participating in approved city projects in the future.

New Safety Models

Looking toward long-term systemic improvement, the government is introducing a robust third-party insurance model. This structural shift is particularly vital for high-risk premises, such as guest houses and nursing homes, where occupant safety is paramount. Under this new framework, insurance companies will be mandated to provide coverage only to buildings that have received a clean bill of health regarding legal and safety compliance. This forces property owners to prioritize safety standards to maintain insurance eligibility.

Simultaneously, the Fire Department is integrating advanced digital tracking systems into its operational core. This technological upgrade is expected to drastically reduce response times during crises by providing real-time data on building schematics and access points. The success of this massive undertaking relies on the unprecedented synergy between key government bodies, including the Revenue Department, the MCD, and the DDA. By breaking down departmental silos, these agencies are working in unison to enforce city codes. The government’s central mandate remains unambiguous: unauthorized construction and safety negligence will be met with stringent, immediate corrective action to safeguard the lives of Delhi’s citizens.
