Uttarakhand has been declared India’s sixth fully literate state under NEP 2020 and the ULLAS programme, officials said. The status followed the state meeting adult literacy standards set by the Department of School Education and Literacy. This department works under the Union Ministry of Education. Officials said the literacy rate in Uttarakhand now stands at over 98 percent.

Uttarakhand has been declared India’s sixth fully literate state under NEP 2020 and the ULLAS programme, after meeting adult literacy benchmarks set by the Department of School Education and Literacy. Governor Lieutenant General (Retd.) Gurmeet Singh approved the proposal. Chief Minister Pushkar Singh Dhami credited public participation and sustained government efforts.

After the benchmarks were met, Uttarakhand Governor Lieutenant General Retd. Gurmeet Singh cleared the proposal that confirmed full literacy. Officials linked the declaration to the National Education Policy and ULLAS, which stands for Understanding Lifelong Learning for All in Society. The state cabinet had already approved the plan on June 19, before the final declaration.

Chief Minister Pushkar Singh Dhami called the recognition a milestone for Uttarakhand. Pushkar Singh Dhami said public involvement and steady government work supported the result. Congratulating residents, Dhami said, “Such collective efforts will help in realizing the goal of a Viksit Bharat Developed India by 2047. Furthermore, the government will continue to work with full commitment to ensure that digital literacy, financial literacy, continuing education, and life skills reach every citizen.\”

Uttarakhand joined five states that had already reached full literacy status, officials said. The other states were Mizoram, Goa, Tripura, Himachal Pradesh, and Sikkim. Officials said Uttarakhand became the sixth state to reach this level. The declaration was made under national frameworks that track adult literacy achievements.

Officials said the milestone came after Uttarakhand matched the required adult literacy benchmarks. These targets were set by the Department of School Education and Literacy. The department functions under the Union Ministry of Education. With this recognition in place, officials said state efforts would stay aligned with NEP 2020 and ULLAS goals.
