The US Treasury is quietly preparing designs for a proposed USD 250 note carrying President Donald Trump’s portrait, even as such a move still depends on fresh legislation from Congress. The idea has stirred debate inside the department and coincides with the abrupt reassignment of Bureau of Engraving and Printing director Patricia Solimene.

US Treasury Secretary Scott Bessent confirmed at a White House briefing that officials had been working on a preliminary design for the new denomination. Bessent stressed that current law blocks living individuals from appearing on US currency, so Congress must first approve changes before any $250 bill with Trump’s image can legally enter circulation.

Explaining the legal framework, Bessent pointed to two long-standing rules governing US currency design. He said, “There are two mandates for US currency. At present, no living person can be on US currency, and the currency must stay in God we trust. So right now there is proposed legislation that is in front of the House and Senate to change the first requirement so that a living person, Donald Trump, could be on a $250 bill”.

Bessent added that Treasury officials had already asked the Bureau of Engraving and Printing to draw up early mock-ups so they would be prepared if lawmakers approve the plan. Bessent said that forward planning was routine at the department, while insisting the Treasury would “stick to the law” until any amendment actually passes Congress.

Internal US currency dispute and Trump $250 note proposal

The prospect of a Trump USD 250 note has reportedly deepened tensions inside the Bureau of Engraving and Printing, which produces US currency. The New York Times reported that the internal friction emerged around the same period that Patricia Solimene, then the bureau’s director, was suddenly reassigned to another position within the Treasury Department.

In a message to staff, Solimene said the move was imposed rather than chosen. Solimene wrote, “I have never sacrificed the values or character of myself or the organisation and always prioritised the U.S. Currency Program and the value each employee brings to the mission,” and added, “The buck stopped here,” before leaving the director’s post.

US currency history, Trump $250 note and commemorative coins

News of the $250 proposal followed earlier efforts by Trump allies to highlight Trump’s image on money-related items. Last year, designs appeared for a commemorative coin bearing Trump’s likeness. Critics raised legal and historical concerns, citing an 1866 law discouraging depictions of living people on currency-like items, according to the New York Times.

In March, a Trump-appointed arts commission went further and approved a 24-karat gold commemorative coin featuring Trump’s portrait. The design showed Trump with a stern face and clenched fists, while the reverse side carried an eagle. That project also fuelled discussion about how far a sitting president should go in shaping symbols associated with US currency and national finance.

Separately, the Treasury Department announced that Trump would become the first serving US president whose signature appears on the US dollar next to Treasury Secretary Scott Bessent. That change would replace the customary signature of the US treasurer, further reinforcing Trump’s presence on official currency instruments while the wider redesign talks continue.

These moves sit against a longer backdrop of contested currency redesigns. During Trump’s first term, a plan to place Harriet Tubman on the USD 20 bill, replacing Andrew Jackson, was delayed. Reports by The Washington Post and the New York Times also highlighted both the USD 250 note proposal and Solimene’s unexpected reassignment, intensifying scrutiny of Treasury decisions.

For now, the Trump USD 250 note remains only a draft concept, dependent on Congress changing the rule that blocks living individuals from appearing on US currency. The legislative process, internal Treasury tensions, and past disputes over redesigns show that any shift in currency imagery is likely to remain slow and closely examined.
