Haryana Chief Minister Nayab Singh Saini on Tuesday rolled out the Automated Auto Mutation System and Paperless Registration 2.0. The changes aimed to speed up property registration and land record work. The state said the tools would improve transparency and ease for citizens. The launch took place at a public programme.

Haryana Chief Minister Nayab Singh Saini has launched the Automated Auto Mutation System and Paperless Registration 2.0 to speed up property registration and land record updates. The system links registration and mutation, enables online downloads, and adds Aadhaar-based e-KYC. Applicants can track cases, upload documents, and use QR verification, with online approvals and tatkal slots planned.

The state linked property registration with mutation, so people no longer applied separately. Saini said mutation records were now available for download online from home. The system also reduced delays and cut repeated trips to government offices. The move was presented as part of Haryana’s push for stronger digital governance.

Automated Auto Mutation System in property registration

The Auto Mutation System was piloted for one month before statewide rollout. During the trial, around 50,000 mutations were processed automatically. Under the new method, a mutation number was generated at registration itself. Cases without joint ownership partition were approved within 24 hours. Partition cases were to be disposed of within 10 days.

Saini said Haryana had a large backlog of mutation work. More than four lakh of over six lakh pending mutation cases were already cleared. Saini said the remaining cases would be resolved soon. The state linked the reforms to faster record updates. Officials also stressed fewer manual steps in approvals.

Paperless Registration 2.0 and Automated Auto Mutation System features

Saini said Aadhaar-based e-KYC was mandatory for both parties in property deals. The upgraded registration system let applicants track applications online. It also allowed digital document uploads. Records could be checked using QR codes. Saini also said tatkal registration appointments would be introduced on passport service lines.

Departmental clearances were also moved online under the plan. This included NOCs and planning approvals. The shift was meant to cut paperwork and reduce procedural delays. Officials said online processing should limit in-person follow-ups. The state presented these steps as part of wider service delivery changes.

Revenue and Disaster Management Minister Vipul Goel said the reforms would reduce visits to patwaris and revenue offices. Vipul Goel called it a transparent and citizen-centric step. Vipul Goel said it placed Haryana among leading states using digital land administration systems. The government linked the rollout to quicker and clearer property record management.
