Trinamool Congress MP Mahua Moitra on Friday described the defeat of the Constitution (131st Amendment) Bill in the Lok Sabha as a “historic day” for India and its democracy.

The Constitution (131st Amendment) Bill, presented as a Women’s Reservation Bill, failed to pass the Lok Sabha with 298 votes for and 230 against; opposition MP Mahua Moitra described its defeat as historic, citing concerns linking the bill to delimitation using 2011 Census data.

In a post on X (formerly Twitter), she said the united opposition had successfully defeated what she called an “illegal and ill-thought-out” constitutional amendment that was presented as a Women’s Reservation Bill.

Opposition Claims Unity in Defeating the Bill

Moitra said that several opposition parties-including DMK, Congress, Samajwadi Party, TMC, and others-came together to oppose the bill and prevent it from being passed.

She described the result as a strong and collective response against the BJP-led government’s proposal, adding that it reflects growing opposition unity.

‘Not a Real Women’s Reservation Bill’: Moitra

According to Moitra, the bill was presented as a women’s reservation measure, but its actual intent was different. She pointed out that a women’s reservation law had already been passed in 2023.

She argued that if the government truly wanted to implement women’s reservation, it could have simply reserved one-third of the existing 543 Lok Sabha seats immediately.

Instead, she claimed the government tried to link it with delimitation and proposed increasing the number of seats in Parliament and state assemblies.

Concerns Over Delimitation and Census Data

Moitra raised concerns about the use of 2011 Census data for delimitation instead of updated population figures. She said this could have negatively impacted the representation of southern, northeastern, and eastern states.

According to her, this was a “diabolical plan” that would have changed the balance of political representation across regions.

Voting Numbers and Outcome

The bill failed to pass as it could not meet the required two-thirds majority.

  • Votes in favour: 298
  • Votes against: 230

Moitra noted that even though some opposition MPs could not attend due to ongoing elections in their states, the bill was still defeated.

‘Beginning of Change in Political Narrative’

Moitra said the result marks the beginning of a shift in India’s political narrative. She claimed that the BJP has suffered a major setback and predicted electoral losses for the party in states like West Bengal and Kerala.

She added that this moment could signal the start of a broader political change in the country.

A Message of Persistence

Ending her remarks, Moitra urged supporters and opposition parties to stay determined.
“We should never give up,” she said, emphasising the need for continued political effort and unity.

The defeat of the Women’s Reservation-Delimitation Bill has triggered strong political reactions, with opposition leaders calling it a victory for democracy. While the government pushed the bill as a reform measure, critics argue it raised serious concerns about representation and electoral balance.

The debate now moves beyond Parliament, with both sides likely to take their arguments to the public in the coming days.
