Rahul Gandhi submitted a two-page dissent note during a meeting to choose the next CBI director. Gandhi said the selection process was not fair and refused to support it. Gandhi also claimed the exercise had become biased and lacked key facts. The selection panel was led by Prime Minister Narendra Modi, with Chief Justice of India Surya Kant present.

A decision on the next CBI director is expected soon, the sources added. The choice matters as the agency is handling several sensitive and high-profile investigations.

In the dissent note, Gandhi argued that the government had limited the Opposition leader’s role. Gandhi said the process was being treated like a formality. Gandhi wrote, “By denying the Selection Committee crucial information, the government has reduced it to a mere formality. The leader of opposition is not a rubber stamp.I cannot abdicate my constitutional duty by participating in this biased exercise. I, therefore, dissent in the strongest terms,\”
Gandhi also wrote that the note was addressed to the chair of the panel. Gandhi linked the issue to alleged misuse of the agency. Gandhi wrote, \”I write to you in your capacity as Chairperson of the Committee constituted to recommend the next Director of the Central Bureau of Investigation CBI to record my dissent with its proceedings. Your government has repeatedly misused the CBI, intended to be Indias premier investigative agency, to target political opponents, journalists and critics.\”
Gandhi added that the Leader of Opposition is part of the panel to prevent control over institutions. Gandhi wrote that a meaningful role was denied during the process. Gandhi wrote, \”It is to prevent such institutional capture that the Leader of Opposition is included in the Selection Committee. Regrettably, you have continued to deny me any meaningful role in the process,\”

Gandhi said crucial candidate records were not shared despite repeated written requests. Gandhi said the self-appraisal reports and 360-degree reports were not provided. Gandhi wrote, \”Instead, I was expected to examine the appraisal records of sixty-nine candidates for the first time during the Committee meeting. The 360-degree reports were denied to me outright,\”
Gandhi said these records were needed to judge each candidate’s past work and conduct. Gandhi claimed the denial had no legal reason. Gandhi said it damaged the process and made it seem pre-decided. Gandhi wrote that it ensured only a chosen candidate would be selected, calling it a mockery.
Gandhi referred to a previous dissent recorded in a meeting on May 5 last year. Gandhi also cited a letter sent to the prime minister on October 21. The letter suggested steps for a fair and open process. Gandhi said there was no reply to that letter, and the concerns remained unresolved.
CBI director selection process and officers under consideration
The selection is being made from a panel of officers, sources indicated. Several senior IPS officers from different states are on the list, the sources said. Names understood to be under consideration include Parag Jain, Shatrujeet Kapoor, Yogesh Gupta, G P Singh and Praveer Ranjan. The panel is responsible for finalising the appointment.
The tenure of current CBI Director Praveen Sood is due to end on May 24. The next appointment is expected to be announced soon, sources said. The agency remains central to major investigations, including politically sensitive cases. The meeting ended without an official briefing, while Gandhi’s objections stayed on record.
