Uttar Pradesh Chief Minister Yogi Adityanath on Tuesday asked officials to tighten the state’s outsourcing system. Adityanath said the aim was to protect employee interests. Adityanath also said departments needed well-organised human resources. Adityanath called for higher efficiency, transparency and accountability across the process.

Uttar Pradesh Chief Minister Yogi Adityanath has instructed officials to strengthen the Uttar Pradesh Outsource Service Corporation (UPCOS) to make outsourcing more efficient, transparent, and accountable. He called for a technology-led system, including an integrated online portal to centrally manage appointments, verification, remuneration, and monitoring of outsourced personnel across departments.

The directions came during a review meeting of the Uttar Pradesh Outsource Service Corporation (UPCOS). The government said UPCOS was set up to standardise hiring rules. The government also said UPCOS sought clarity in service conditions. The government added it aimed to bring uniformity in the honorarium system.

UPCOS outsourcing system to be more transparent and uniform

Adityanath directed officials to strengthen UPCOS further. Adityanath said this should improve how appointments are made. Adityanath also asked for clearer service conditions and remuneration. Adityanath said the system must become more transparent, organised and uniform for outsourced personnel.

According to an official statement, Adityanath asked for a technology-based structure. Adityanath also stressed an employee-friendly approach. Adityanath said accountability must be built into each step. Adityanath said these changes should make the outsourcing model simpler and more effective.

UPCOS online portal for outsourcing system to centralise hiring steps

Adityanath reviewed work on an integrated online portal for outsourced personnel. Adityanath directed officials to finish the portal within the stipulated timeframe. Adityanath said appointment, verification and monitoring should be handled centrally through the portal. Adityanath said central control would improve oversight.

UPCOS outsourcing agencies empanelment system to have clear standards

The meeting also took up the empanelment of outsourcing agencies. Adityanath directed officials to define standards and procedures for agency selection. Adityanath also asked that agency functioning rules be clearly set out. Adityanath said the entire process must be transparent for all stakeholders.

Adityanath said the proposed system should be finalised at the earliest. Adityanath said this would help all government departments follow one outsourcing mechanism. Officials were asked to align processes under UPCOS. The state said the focus remained on uniform rules and stronger oversight.
