Tamil Nadu Chief Minister C Joseph Vijay gets relief after the Supreme Court puts hold on Madras Court’s order that had cancelled the decision to provide government jobs to family members of those killed in the 2025 Karur stampede.
The Supreme Court has stayed the Madras High Court’s order cancelling government jobs for 31 relatives of the 2025 Karur stampede victims. The High Court’s decision is now suspended pending further consideration of the state’s policy on providing employment as compensation.
The Bench comprising Justices JB Pardiwala and K Vinod Chandran gave notice to the parties when hearing the government of Tamil Nadu’s petition challenging the High Court decision. This Supreme Court order implies that the decision of the High Court will remain stayed pending further consideration of the matter.
The significance of this event lies in the fact that the case raises a more general issue, namely, whether the government can offer employment as a remedy to those families whose sole breadwinner dies under exceptional circumstances.
Supreme Court Questions Challenge To Government Policy
In the hearing, the Supreme Court wanted to know the reason for questioning the state government’s decision of giving employment to such affected families.
The Bench asked whether the government is not permitted to give some sort of help to the people in whose family, the sole breadwinner dies in an unfortunate incident.
The Court further stated that the government made up its mind to give compensation to such affected families and wondered if employment can also be included in their compensation.
However, the Supreme Court has not passed any final order regarding the legality of the state government’s policy.
31 Relatives Had Received Appointment Orders
The Tamil Nadu government had decided to provide government employment to eligible relatives of those killed in the Karur stampede.
On July 10, Chief Minister Vijay handed over appointment orders to 31 relatives of the victims.
The stampede occurred on September 27, 2025, during a rally addressed by Vijay in Karur. The tragedy claimed 41 lives, while more than 60 people were injured.
The government presented the employment decision as a form of support for families who had lost their loved ones in the tragedy.
Why Did The Madras High Court Cancel The Jobs?
Madras High Court held a different opinion.
On July 27, the Madurai Bench of the High Court quashed the government order regarding the recruitment. This was because of the apprehension that such recruitments would give rise to similar demands from the relatives of victims of other tragedies.
The High Court also pointed out the necessity of safeguarding the interest of those who are waiting for compassionate appointments in government departments.
It was emphasized that the executive action regarding public recruitments should not cross the constitutional limits. Other tragedies, such as those of road accidents and fireworks, were mentioned wherein the families of the victims get financial compensation instead of government jobs.
Supreme Court Order Puts High Court Judgment On Hold
The Supreme Court has now temporarily changed the position by staying the High Court’s judgment.
The Bench issued notices to the Tamil Nadu Chief Secretary and other concerned parties and will hear their responses before considering the matter further.
For the families who had received appointment orders, the stay is an important development because it puts the High Court’s decision on hold for now.
However, the Supreme Court’s order should not be understood as a final approval of the government’s policy. The legal question remains pending before the top court.
Karur Stampede Probe Is Being Conducted By CBI
The employment dispute is separate from the criminal investigation into the stampede itself.
In October 2025, the Supreme Court transferred the investigation from the Tamil Nadu government’s Special Investigation Team to the Central Bureau of Investigation (CBI), stressing the need for an independent and impartial probe. The Court also appointed a three-member panel headed by former Supreme Court judge Justice Ajay Rastogi to oversee the investigation.
The probe covers issues surrounding the rally, including crowd management, the circumstances leading to the stampede and the actions of organisers and authorities.
