The Delhi Police has given permission to the Congress led INDIA bloc to organise a rally at Ramlila Maidan on November 1, 2026 on some terms and conditions.

The no objection certificate (NOC) granted by the police says that the rally can be organised between 10 am to 5 pm. It should conclude by 5 pm.

Delhi Police permitted the INDIA bloc to hold a rally at Ramlila Maidan on November 1, 2026, from 10 am to 5 pm, requiring its conclusion by 5 pm and adherence to conditions like preventing violence and inflammatory speeches.

Permission has been given on the condition that permission is obtained from the owner of the land and the instructions of the police are followed. The rally is likely to have INDIA bloc leaders raising issues around voting rights and the voting process.

Rally Needs To Conclude By 5 Pm

The Delhi Police has said that once the rally concludes at 5 pm the crowd must be dispersed. No one can stay at the Ramlila Maidan overnight.

The police have said that if there is any breach of the terms, action can be taken against the organisers.

The organisers have been asked to ensure there is no violence or disturbance at the gathering.

No Inflammatory Speeches Around Religion And Caste

One of the key points of the terms is that no speeches can be made that cause tension amongst people based on caste, religion or skin colour. Or cause any disharmony.

If any inflammatory or threatening speech is made then the organisers must turn off the microphone and remove the speaker.

The police have also said that no procession from Ramlila Maidan to anywhere else will be permitted.

CCTV Cameras Required

The organisers must have high definition CCTV cameras installed at entry/exit points, stage, seating areas and surrounding areas.

They must also have a control room with recording equipment and a minimum of five screens.

A sufficient supply of drinking water and toilets must be provided. Female toilets must be provided.

Volunteers Needed

The organisers must have sufficient volunteers to control the crowd. They must be easily identifiable wearing uniforms or badges.

All vehicles must be parked in areas designated by the traffic police. This includes buses, cars, tempos and other vehicles.

The organisers must provide a list of invitees and volunteers. They must also provide a minute-by-minute programme. They must also provide information about the buses including their registration numbers.

Don’t Breach Terms

The Delhi Police has said that the organisers must work closely with the authorities and provide all necessary arrangements.

If they do not follow the terms or instructions of the police then action can be taken against them. Permission can also be withdrawn if they breach the rules.
